Preventive Care Compromise

Friday, the White House announced its compromise for religious employers concerning treating contraceptive coverage as preventive care. FACT SHEET: Women’s Preventive Services and Religious Institutions Later on Friday the final regulations were released.  There were no regulations released for the first “proposal” a week ago.  It appears that these “compromise” regulations were already in the can, in case there was opposition to the first proposal.  http://www.ofr.gov/OFRUpload/OFRData/2012-03547_PI.pdf

New Wrinkle for Preventive Care

In a low key announcement Friday afternoon, HHS added a new wrinkle to the preventive care requirements for birth control coverage. Last summer, HHS published a rule that required non-grandfathered health plans to cover all FDA-approved birth control under the preventive care regulations. The new rule, which takes effect January 1, 2013 for calendar year plans, requires all FDA-approved birth control to be covered with no out-of-pocket cost. It still remains unclear what exact type of services are included within this rule. New Preventive Care Requirements for PY 2013

Two weeks ago, I noted that a preventive services task force was considering additions to the preventive services requirements, including prescription contraceptives, breastfeeding support and equipment and domestic violence counseling.  This morning HHS approved the recommendations of the Health Resources and Services Administration.  The press release from HHS is appended below. In summary, the new requirements include the following: Well-woman visits (at least annually) Screening for gestational diabetes Human papillomavirus (HPV) DNA testing for women 30 years and older Screening and counseling for sexually-transmitted infections FDA-approved contraception methods and contraceptive counseling Breastfeeding support, supplies, and counseling Domestic violence screening and counseling…. Preventive Services – One Step Closer to Change

Under the Affordable Care Act, non-grandfathered plans are required to cover preventive services with no cost sharing.  Preventive services are established by the US Preventive Services Task Force.  As reported in many major news services, yesterday a panel that advises this task force, recommended that preventive services include a number of new services, including prescription contraceptives, breastfeeding equipment and domestic violence counseling.  Here is a link to one of the news stories:  http://www.nytimes.com/2011/07/20/health/policy/20health.html If the task force approves these recommendations, which appears likely, non-grandfathered health plans must provide these additional services at no cost beginning with plan years commencing one… Continue Reading
